Prohibitory sign during setup macbook air

just bought macbook air 13" 2016. during set up Mac stops responding. I waited for more than 45 minutes, then turn it down. when turning up again a prohibitory sign appear.

what do I do?

When you see a circle with a slash symbol instead of the Apple logo, it means your Mac couldn't find a valid System Folder to start up from.
